Abstract

Nowadays, participation has important status in urban planning theories. Participatory
planning in developed countries is improving along social and political participation. In this paper, we try to reach a combined paradigm
with reviewing some of the most important participatory theories and considering the condition of Iran, in order to compare different urban participatory theories and to determine the position of urban planes in Iran through
urban participatory planning.
Mentioned combined paradigm, presents three main categories for urban participation, which are Verbal participation, Limited participation and Real participation. Arnstein and Driskell's theories produce the most comprehensive statement of the component of three categories of urban participation. The Mediation theory gives suitable guidance to reaching the real participation with presenting a new definition of participatory planning and distinguishes it from other type of participation such as public

and public consultation. In presented combined paradigm the position of what is called participatory projects in Iran completely conform to the condition of verbal participation as 7 criteria of 8 evaluating criteria in combined paradigm are belong to verbal participation category.
