Abstract

The growth and development of the city of Tehran and the consequent changes in its urban dimensions, made it necessary to create an integrated, interconnected network of urban
roads in a hierarchical and defined manner. The network should be in conformity with the existent specifications and regulations, in which the arrangement and connection of access roads from secondary roads to connectors and intra city highways were considered thoroughly. In such a complex, highways as the external elements of intra city networks in the hierarchical order (in conformity with the existent regulations) have the role and significance of movement and access. In this way, intra city highways should facilitate the cars flow and should transfer the task of accessibility to the arteries concerning the network hierarchical order.
However, there is one important issue which is ignored by the network designers: regarding the existent situation of the city of Tehran, access roads should be arranged in harmony with the internal changes of neighborhoods and should not be imposed on the existent city map like a transparent layer. They should also cause events and changes in the city’s context and fabric. To fulfill this goal, some points - which are the common task of urban designers and highway designers - should be noticed. Among the most important issues is the problem of road boundary and its relationship with the neighboring urban fabric. This problem, in the general framework of the problems such as pollution, safety and vista, constitute the subject matter of highway townscape. So, in this paper which is prepared with the assistance of Ms. Engineer Gazal Keramati , it is attempted to analyze and study the issues which should be considered in highway design and its harmony with the existent urban fabric by highway and road designers. Besides, the vista of the existent urban highway of the city of Tehran were evaluated on the basis of mentioned criteria.
